Planning Review (People, Places and Planning): Independent analysis of the consultation and Scottish Government’s position statement published

In January 2017 Scottish Government published Places, People and Planning, which set out an integrated package of proposed improvements to planning. Consultation on these proposals closed on 4 April 2017. Responses to the consultation were subsequently made available, input was provided by a wide range of stakeholders including local authorities, private organisations, public bodies and various community councils.


Scottish Government commissioned Kevin Murray Associates and the University of Dundee to independently analyse the responses to the Places, People and Planning consultation. Taking into account the wide range of views on the proposals, the Scottish Ministers have published a position statement that sets out the changes that they are considering taking forward.

As Scottish Government is required to assess, consult and monitor the likely impacts of the plans on the environment, a consultation has been launched seeking views of the Strategic Environmental Assessment (SEA) Environmental Report and a Position Statement. There is no need to restate views already expressed in relation to the Places, People and Planning consultation.


The consultation is open until 11 August 2017.
